Red flags to reject on any bid — no manufacturer name and model listed, no ice-and-water at eaves and valleys, "we'll handle the permit" (you should verify GB-2 or GB-98 license at rld.nm.gov), and any request for more than 10% down. If a contractor's scope of work doesn't match this outline, that's a signal to get a second opinion before you sign.
The decision rule I use on every flat roof repair north valley call: (1) Is the surrounding roof also failing? If yes, spot-repair throws money away. (2) Is the substrate under the failure still sound? If no, plan for tear-off, not overlay. (3) How many years of remaining life did you expect? Under 5 years — spot repair and plan the replacement. Over 10 — invest in the proper fix now. On a foam roof, add a fourth question: is the top coat still bonded and thick enough to recoat, or has it alligatored to the substrate?
