If you live in High Desert, Tanoan, Cabezon, Las Campanas, or any of the 200+ NM HOAs, your roof replacement needs Architectural Review Committee sign-off before work starts. Here's everything ARCs actually want to see — plus neighborhood-specific rules I've learned the hard way.
The 12-item ARC packet
Print this, tick as you go. Most rejections happen because one of these is missing — not because the roof choice was wrong.
- 01.Current CC&Rs and Architectural Guidelines (pull from your HOA portal)
- 02.ARC application form (usually 2–4 pages, notarized in some communities)
- 03.Contractor's NM GB-98 license number + certificate of insurance
- 04.Manufacturer + product line + color name of proposed material
- 05.Manufacturer color chip or physical sample (some ARCs require both)
- 06.Site plan showing roof planes affected
- 07.Photos of existing roof (all elevations)
- 08.Photos of at least 2 neighboring roofs in same material/color for reference
- 09.Timeline: proposed start date, end date, staging area
- 10.Debris removal and daily cleanup plan
- 11.Neighbor notification letter (required in ~30% of NM HOAs)
- 12.Independent inspection report — many ARCs waive review time when included

These are quirks I've documented from actual ARC responses. Your specific CC&Rs govern — always confirm.
Requires ARC pre-approval. Tile-look shingle or standing-seam metal in earth tones only.
Strict color palette. Get color chip pre-approved before ordering material.
Wildfire overlay — Class A only. Concrete tile and metal preferred.
Standard CC&Rs. 30-day ARC review. Solar mounts need separate approval.
Sub-associations vary. Confirm which micro-HOA you're in before submitting.
Rural feel preserved. No bright metal, no synthetic slate. Muted earth only.
Historic-district-adjacent standards. Pueblo-style flat roof + parapet mandatory on primary structures.
Reflectivity limits. High-albedo TPO may need variance if visible from adjacent lots.
How ARC approval actually plays out
- Day 0You submit the packet
12 items above. Most portals accept PDF; some still want physical color chips mailed.
- Days 3–7ARC acknowledgment
If you don't hear back in 7 days, email the property manager. Half the time the packet is sitting in a spam folder.
- Days 10–25Committee review
In-person or virtual meeting. You usually don't need to attend unless a neighbor objected.
- Day 30Written decision
Approval, conditional approval (usually a color tweak), or denial with reasons. Denials can be appealed within 15 days.
- Day 30+Permit + start work
Approval is required BEFORE the permit is pulled — the city won't issue one without it in HOA overlays.
