The codes, ASTM ratings, and engineering standards that govern legitimate roof work in Albuquerque. Use this page to vet any contractor's proposal.
Adopted codes in NM
International Residential Code — base for single-family homes. NM adopted with state amendments. Covers underlayment, slope minimums, ice barrier (not required in ABQ), and material attachment.
International Building Code — controls flat/low-slope commercial. Drain sizing, fire rating, wind uplift testing, perimeter fastening.
American Society of Civil Engineers standard for design wind speeds. Bernalillo Co. = 115 mph (Risk Category II, Exposure C). Determines fastener pattern, perimeter widths, and uplift psf requirements.
City of ABQ permit thresholds, inspection schedule, and re-roof restrictions (max 2 layers on residential; tear-off required after that).
ASTM, UL & FM ratings to demand
Class A (highest) = effective against severe fire exposure. Most asphalt, tile, metal, and stone-ballasted roofs qualify. Required for HOAs and many ABQ neighborhoods.
Class F = 110 mph, Class H = 150 mph. ABQ minimum should be Class H given gust history. Many builder-grade shingles ship as Class F — read the wrapper.
Factory Mutual standard for commercial single-ply uplift. FM 1-90 = 90 psf, FM 1-120 = 120 psf. Specify by zone, not by 'average' for the whole roof.
Ice & water shield standard. We use D1970-compliant peel-and-stick at every valley, eave, and penetration regardless of code minimums.
Three questions to ask every roofer
- "What ASCE 7 wind zone are you fastening to?" — If they say "manufacturer minimum," they haven't engineered it.
- "What's the ASTM D3161 wind class on the shingle?" — Should be Class H (150 mph) in ABQ.
- "Is the underlayment D1970-compliant?" — Self-adhering at eaves, valleys, and penetrations is non-negotiable.
