Almost always, if nobody flashes the holes. A typical dish mount is three to four lag bolts driven straight through shingles into the deck, sealed with nothing but a smear of caulk. When the dish comes off, those holes stay. Caulk in NM sun is a 2–3 year product. I locate every abandoned mount and hole on the roof, including ones under later repairs.

What helps either way is dated, photographed documentation showing the penetration pattern, the missing flashing, and the resulting deck condition.
