NM's UV load is brutal — a good acrylic coat lasts 8–12 years, silicone 12–18. If you're past the coating's rated life, foam degrades fast (about 1/16" per year exposed). The inspection tells you mil thickness remaining, degradation depth, and whether you have 6 months or 3 years before recoat becomes a full re-foam.
Recoat is $2–$4/sqft — you clean, prime, and add fresh coating over existing foam. Re-foam is $8–$14/sqft — you shave or remove degraded foam and spray new. If the foam is intact under the coating (verified by core sample), recoat. If foam is punky, cracked deep, or moisture-saturated, re-foam. The wrong call is a $30k mistake either direction.
